So much of section 195 of the Judicial Code, as amended, as reads Vol . 36, pp . 108, 1145. "in any case in which there is drawn in question the construction of the Constitution of the United States, or any part thereof, or of any treaty made pursuant thereto, or in any other case when the Vol . 3s, p. 703.
