Not to exceed $100,000 of the unexpended balance of appropria- tions for buildings and grounds, public schools, contained in the District of Columbia Appropriation Act, fiscal year 1931, is hereby made immediately available and shall continue available until June 30, 19 33, fo r the imp rovem ent of g round s su rroun ding publ ic-s choo l buildings, constructed under appropriations for the fiscal year 1931 and prior fiscal years, such work to be performed by day labor or otherwise in the discretion of the Commissioners of the District of Columbia . F or re pair s and imp rovem ents to schoo l bu ildin gs, repa iring and rene wing 'hea ting , plu mbin g, an d ve ntila ting app aratu s, i nstal la- tion and repair of electric equipment, and installation of sanitary drinking fountains, and maintenance of motor trucks, $437,500 , of whic h amo unt $100 ,000 shal l be imme diate ly a vail able . For necessary remodeling, painting, and equipping of three rooms at the Western High School for a chemical laboratory, a biological laboratory, and a typewriting room, $12,500 . For the necessary remodeling, painting, and equipping, including t he re pair a nd ref inishi ng of suita ble ex isting equip ment, becau se of contemplated change of use of buildings as follows : Old Business High School building, $152,500 ; old Carcloza High School building, $13,000 ; in all, $165,500 . Not to exceed $120,000 of the unexpended balance of the appro- priat ion fo r buil dings and ' ground s, pub lic sc hools, cont ained in the District of Columbia Appropriation Act fiscal year 1932, is hereby made available, and shall continue available until June 30, 1933, for such repairs and reconstruction as may be necessary to rehabilitate the Wilson Teachers College and for razing the Ross elementary school, and the commissioners are authorized to perform such work by day labor or in such other manner, including the employment of engineering and other professional services without reference to section 3709 of the Revised Statutes (U . S. C ., title 41, sec . 5), and the Act approved June 11, 1878 (20 Stat ., p . 102), and the Classifica- tion Act of 1923, as amended, as they may deem most advantageous to the District of Columbia . Not' to exceed $10,000 of the unexpended balance of the appro- priat ion fo r buil dings and g rounds , publ ic sch ools, conta ined i ll the District of Columbia Appropriation Act, fiscal year 1 932, i s hereby made available, and shall continue available until June 30, 1933, for moving to the old Columbia Junior High School building the library, laboratory, and cafeteria equipment of the Wilson T eachers Col- lege, pending rehabilitation of said teachers college building, includ- ing the installation of shelving and other equipment, and repainting and minor structural changes in 'the Columbia Junior High School building, removing and return of all teachers' college equipment to the Wilson Teachers College building upon the completion of rehabil- itation of that building, and other necessary expenses, such work to be performed by day labor or otherwise i n the discretion of the Com missi oner s of the Dist rict of C olumb ia . For purchase, installation, and maintenance of equipment, for school yards for the purposes of play of pupils, $10,000 : Provided, That such playgrounds shall be kept open for play purposes in acc ordan ce w ith t he s ched ule m aint ained for play grou nds under the jur isdic tion of t he p layg round dep artme nt . No part of the foregoing appropriations for public schools shall be used for instructing children under f ive years of age except children entering during the first half of the school year who will be five years of age by November 1, 1932, and children entering during the second half of the school year who will be five years 361 imp rovi ng grounds of new buildings .
