For commissions and interest ; transportation of funds, including Expenses designated. the cost of insurance on shipments of money by registered mail when necessary ; exchange ; for traveling expenses of civilian employees, including not to exceed $1,500 for the expenses of attendance, at i Attendance at meet ° home and abroad, upon meetings o f technical, pro fessional, scient ific, and other similar organizations when, in the judgment of the Secre- tary of the Navy, such attendance would be of benefit in the conduct of the work of the N avy Department ; not to exceed $2,000 for the part-time or, intermittent employment in the District of Columbia or elsewhere of such experts and at such rates of compensation as Experts . may be contract ed for b y and in the dis cretion of the S ecretary of the Nav
