maintenan ce and op eration o f coast s ignal ser vice ; equipage, su pplies, and materials under the cognizance of the bureau required for the mainten ance a nd ope ration of na val ve ssels, yard c raft, and sh ips' boats ; purchas e, instal lation, r epair, an d preserv ation of machinery , tools, and appliances in navy yards and stations, accident prevention, pay of classified field force under the bureau ; incidental expenses for naval v essels , navy yards , and statio ns, ins pector s' off ices, the engineering experiment station, such as photographing, technical books and periodicals, stationery, and instruments ; services, instru- ments, machines and auxiliaries, apparatus, and supplies, and technic al boo ks and perio dicals neces sary to carry on ex perime ntal and research work ; maintenance and equipment . of buildings and grounds at the engineering experiment station, Annapolis, Mary- la nd ; payment of part time or intermittent employment in the District of Columbia or elsewhere of such scientists and technicists as may be contracted for by the Secretary of the Navy, in his discretion, at a rate of pay not exceeding $20 per diem for any person so employed ; in all, $18,030,000, of which $250,000 shall be available exclusively for the procurement and installation of new tools and machinery for shops under the cognizance of the Bureaus of Engi- neering and Construction and Repair, and $90,000 shall be available exclusively to continue in effect for an additional period of eighteen months the license agreement entered into by the Navy Department, May 2, 1931, for th e use of cer tain i nventio ns per tainin g to r adio control, and the Secretary of the Navy is authorized - to enter into contract for purchase of the patents covered by this license agree- ment, s ubject to ap propri ations there for : Pr ovi de d, That the sum to be paid out of this appropriation for employees assigned to Group IV (b) and those performing similar services carried under native and alien schedules in the Schedule of Wages for Civil Employees in the Field Service of the Navy Departm ent shall not exceed $1,850,000 .
