Section 5 of such Act of June 2, 1920, as amended (U . S. C ., title 29, sec . 84), is amended to read as follows : "SEc. 5. That the Secretary of the Treasury, upon the certification of the Federal board as provided in this Act, shall pay in . equal semiannual payments, on the 1st day of July and Jan uary of each year , to the cust odian of each Stat e app oint ed a s her ein provi ded the moneys to which it is entitled under the provisions of this Act . The money so received by the custodian for any State shall be paid out on the requisition of the State board as reimbursement for serv- ices already rendered or expenditures already incurred and approved by said State board . The Federal Board fr vocational Education shall make an annual report to the Congress on or before December 1 on the administration of this Act and shall include in such report the reports made by the State boards on the administration of this Act by each State and the expenditure of-the money allotted to each State .' SEc. 4. Section 6 of such Act of June 2, 1920, as amended (U . S . C ., title 29, sec . 39), is amended as follows :

' "SEc. 6. That there is hereby authorized to be appropriated to the Federal Board for Vocational Education the sum of $80,000 annually for a period of four years, commencing July 1, 1933, for the purpose of making studies, investigations, and reports regarding - the vocational rehabilitation of disabled persons , and their place- ments in suitable or gainful occupations, and for the administrative expenses of said board incident to performing the duties imposed by this Act, includ ing sa larie s of s uch as sistan ts, ex perts , cler ks, an d other employees, in the District of Columbia or elsewhere as the board may deem necessary, actual traveling and other necessary expenses incurred by the members of the board and by its employees, under its orders, including attendance at meetings of educational associations and other organizations, rent and equipment of offices in the District of Columbia and elsewhere, purchase of books of reference, law books, and periodicals, stationery, typewriters `and exc hange the reof misc ella neous sup plies , po stage on fore ign m ail, printing and binding to be done at the Government Printing Office, and all other necessary expenses ." SEc . 5 . This Act shall take effect on July 1, 1933 . Approved, June 30, 1932 . ( CHAPTER 325. ] AN ACT Author izing the Se cretar y of t he Nav y, in his dis cretio n, to delive r to t he cus tody of the Alabama Society of Fine Arts, the silver service presented to the United States for the United States ship Montgomery. Be it enacted by the Senate and House of. Representatives of the United States of America in Congress assembled, That the Secretary of the Navy is authorized, in his discretion, to deliver to the custody of the Alabama Society of Fine . Art s, for prese rvatio n and exhib i- tion , the sil ver servi ce w hich was prese nted to the U nite d Sta tes for the United States ship Montgomery by the citizens of that State : Provided, That no expense shall be incurred by the United States for the delivery of such silver service : Provided further, That said silver service shall be subject to recall when in the opinion of the Secretary of the Navy it may be of service to the Navy .
