JULY 7,1932 . analogous products, of foreign or domestic manufacture, which are sold in the United States, for the detection, prevention, treat- ment, or cure of diseases of domestic animals, to test the same, and to disseminate the results of said tests in such manner as he may deem best ; to purchase and destroy diseased or exposed animals, including poultry, or quarantine the same whenever in his judgment essential to prevent the spread of pleuropneumonia, tuberculosis, co ntag ious poul try disea ses, or o ther dise ases of anima ls f rom o ne State to another, as follows For necessary expenses for general administrative purposes, including the salary of chief of bureau and other personal services in the District of Columbia, $184,025 . For inspection and quarantine work, including all necessary expenses for the eradication of scabies in sheep and cattle, the ins pectio n of s outher n cat tle, t he sup ervis ion of the transp ortati on of livestock, and the inspection of vessels, the execution of the twenty-eight hour law, the inspection and quarantine of imported animals, including the establishment and maintenance of quarantine stations and repairs, alterations, improvements, or additions to buildings thereon ; the inspection work relative to the existence of con tagi ous disea ses, and the malle in t esti ng of ani mals, $74 0,03 0 . For i nvesti gating the d isease s of tuberc ulosis and p aratu bercul osis of animal s, and avian tube rculos is, fo r thei r cont rol a nd era dicati on, for the tuberculin testing of animals and for researches concerning the causes of the diseases, their modes of spread, and methods of treatment and prevention including demonstrations, the formation of organizations, and such other means as may be necessary, either independently or in cooperation with farmers, associations, or State, Territory, or county authorities, $6,061,777, of which $1,221,777 shall be set aside for administrative and operating expenses and $4,840,000 for the payment of indemnities : Provided, That in carrying out the purpose of this appropriation, if in the opinion of the Secretary of Agriculture it shall be necessary to condemn and destroy tuberculous or paratuberculous cattle if such animals have been destroyed, con- demned, or die after condemnation, he may, in his discretion, and in accordance with such rules and regulatio ns as he may prescribe, expend in the city of Washington or elsewhere such sums as he shall dete rmine to be necess ary, within the l imitat ions a bove provid ed, fo r the payment of indemnities, for the reimbursement of owners of such anima ls, in coope ratio n with such States , Terr itori es, co unties , or municipalities, as shall by law or by suitable action in keeping with its au thorit y in t he ma tter, and by rules and r egula tions adopte d and enforced in pursuance thereof, provide inspection of tuberculous or paratuberculous cattle and for compensation to owners of cattle so condemned, but no part of the money hereby appropriated shall be used in compensating owners of such cattle except in cooperation with and supp leme ntary to payme nts to be mad e by Stat e, T errit ory, county, or municipality where condemnation of such cattle shall take place, nor shall any payment be made hereunder as compensation for or on account-of any such animal if at the time of inspection or test, or at the time of condemnation thereof, it shall belong to or be upon the prenw_ses of any person, firm, or corporation to which it has been sold, shipped, or delivered for the purpose of being slaughtered Provided further, That out of the money hereby appropriated no payment as compensation for any cattle condemned for slaughter shall exceed one-third of the difference between the appraised value of such cattle and the value of the salvage thereof ; that no payment hereunder shall exceed the amount paid or to be paid by the State, Territory, county, and municipality where the animal sall be con-
