JULY 14, 1932 . persons pursuant to the provisions of this appropriation ; transporta- tion of horse equipment ; and of funds for the Army ; for the altera- tion, operation, and repair of boats and other vessels ; for wharfage, tolls, and ferriage ; for drayage and cartage ; for the purchase, manu- fact ure ( incl udin g bot h ma teria l an d lab or), mai ntena nce hire, and repair of packsaddles and harness ; for the purchase, hire, opera- tion, maintenance, and repair of wagons, carts, drays, other vehicles, and horse-drawn and motor-propelled passenger-carry ing vehicles required for the transportation of troops and supplies and for official military and garrison purposes ; for hire of draft and pack animals ; for travel allowances to officers and enlisted men on discharge, to officers of National Guard on discharge from Federa l service as prescribed in the Act of March 2, 1901 (U . S. C ., title 10, sec . 751), and to enlisted men of National Guard on discharge from Federal service, as prescribed in amendatory Act of September 22, 1922 (U . S . C ., title 10, sec . 752), and to members of the National Guard who have been mustered into Federal service and discharged on account of physical disability ; in all, $12,078,734, of which amount not exceeding $250,000 shall be available immediately for the _pro- curement and transportation of fuel for the service of the cal year 1933 : Provided, That no part of this appropriation shall be available for the purchase or exchange of motor-propelled passenger- carrying vehicles other than not exceeding $80,000 for the purchase or exchange of motor-propelled ambulances and motor cycles, and not exceeding $150,000 of this appropriation shall be available for the purchase or exchange of motor-propelled trucks including sta- tion-wagon types, except those that are procured solely for experi- me nt al p u rp os es : Provided further, That no appropriation con- tained in this Act shall be available for any expense for or incident to the transportation of privately owned automobiles except on account of the return to the United States of such privately owned automobiles as may be in transit to or from points outside of the continental limits of the United States or have been transported to such outside points at public expense on or by the date of the approval of this Act : Provided further, That no appropriation con- tained in this Act shall be available for any expense for or incident to the maintenance, operation, or repair of any mot or-propelled vehicle procured out of appropriations for the Regular Army that may be transferred to the custody and maintenance o f any of the civil components of the Regular Army or to any of the activities embraced by Title II of this Act that is more than two years old from the date of purchase at the time of such transfer : Provided Transportation costs further, That during the fiscal ybar 1933 the cost of transportation charged to appropr ia- tion from which sup . from point of origin to the first point of storage or consumption of plies procured . supp lies, equ ipme nt, a nd m ateri al i n con nect ion with the manuf ac- turing and purchasing activities of the Quartermaster Corps may be charged to the appropriations from which such supplies, equipment, and mater ial are procu red.
