In faith whereof the respective Plenipotentiaries have si~ed this treaty in duplicate in the English and French languages, both texts having equal force, and have hereunto affixed their seals. Done at Washington the six- teenth day of February' in the year one thousand nine hundred and thirty-one. [SEAL] lIENRy L STIKSON [SEAL] MAlle PETER AND WHEREAS the said treaty has been duly ratified on both parts, and the ratifications of the two Governments were exchanged m the city of Washington on the twenty-third day of May, one thousand nine hundred and thirty-two; Now, THEREFORE, be it known that I, Herbert Hoover, President of the United States of America, have caused the said treaty to be made public, to the end that the same and every article and clause thereof may be observed and fulfilled with good faith by the United States of America and the citizens thereof. IN TESTIMONY WHEREOF, I have herelUlto set my hand and caused the seal of the United States of America to be affixed.
