They shall under no cir- cumstances be subjected to inva- sion by any authorities of any character within the count~ where such offices are located. Nor shall the authorities under any pretext make any examina- tion or seizure of papers or other property deposited within a con- sular office. Consular offices shall not be used as places of asylum. No consular officers shall be re- quired to produce official archives in court or testify as to their contents. When a consular officer is eng~ed in business of any hind within the country which re- ceives him, the archives of the consulate and the documents rel- ative to the same shall be kept in a place entirely apart from his private or business :papers. Upon the death, Incapacity, or absence of a consular officer having no subordinate consular officer at his post, secretaries or ch&.n .cellors, whose official char- acter may have previously been made known to the Government of the State where the consular function was exercised, may tem- porarily exercise the consular func- tion of the d~ceased or incapaci- tated or absent consular officer; and while so acting shall enjoy all the rights, prerogatives and immunities granted to the in- cumbent.
