States of America, under and by virtue of the power and authority so ~~UA: g: :S~: vested in me under the Transportation Act of 1920, the unrepealed Vol. 39, p. 619. provisions of the Federal Control Act of March 21,1918, and the" Act making appropriations for the support of the Anny for the fiscal year ending June 30, 1917, and for other purposes," approved August 29, 1916, and of all other powers me hereto enabling, do hereby appoint, l<:ffectlvedate. effective the twelfth day of February, 1932, Ogden L. Mills, Secretary of the Treasury, to be Director General of Railroads in the stead of the said Andrew W. Mellon, and do hereby delegate to and continue and confinn in him all powers and authority heretofore granted to and now possessed by the said Andrew W. Mellon as Director General of Railroads; and do hereby authorize and direct the said Ogden L. Mills or his successor in office, until otherwise provided by proclama- tion of the President or by act of Congress, either personally or through such divisions, agencies, or persons as he may authorize, to exercise and perform, as fully in all respects as the President is authorized to do, all and singular the powers and duties conferred or imposed upon me by the said unrepealed provisions of the Federal Control Act of March 21, 1918, and the said Transportation Act of February 28, 1920, except the designation of the Agent under section 206 thereof.
