Frissell, of East Templeton, Massachusetts, the sum of $3,500 in full settlement of all claims against the Goyernment of the United States. Such sum represents the money expended, the value of services per- formed. and the damages sustained by Nelson E. Frissell in connec- tion with a contract with the Post Office Department for the construction and lease of a post-office building at Augusta, Maine, which contract was canceled by the Post Office Department: Provided, That no part of the amount appropriated in this Act in ~ito excess of 10 per centum thereof shall be paid or delivered to or tlIeY's,e~,:.an au. - receiyed by any agent or agents, attorney or attorneys, on account of services rendered in connection with said claim.
