JUNE 19, 1934 . zens of the United States against Mexico under a convention con- cluded September 10, 1923, as extended, and the protocol and conven- tion sign ed April 24, 1 934, between the United St ates and Mexic o, including the expenses which, under the terms of the above agree- ments, are chargeable in part to the United States, the expenses of an agency of the United States to perform all necessary services in connection with the preparation of American claims and the defense of the United States in cases presented by Mexico, and of a general claims commi ssioner to ac t as a joint appraiser in a ppraising the claims, and for the expenses of the joint committee in determining the proper classification of claims which have heretofore been filed as both general and special claims, as pr ovided by the agreements of April 24, 1934, including salaries of an agent and necessary counsel and other assistants and employees and rent in the Dist rict of Columbia and elsewhere, law books and books of reference, printing and binding, contingent e xpenses, cont ract stenograp hic reporting services, without regard to section 3709 of the Revised Sta tute s (U.S .C ., title 41, sec . 5), the employment of special counsel, translators, and other technical experts, by contract, without regard to the provisions of any statute relative to employment, traveling expenses, the reimbursement of other appropriations from which payments may have been made for any of the purposes herein specified, and such other expenses in the United States and elsewhere as the President may deem proper, fiscal year 1935, to be immediately availa ble, $1 70,000 . Inter-American Highway : To m eet such exp ense s as the Pre side nt in his discretion may deem necessary to enable the United States to cooperate with the several Governments, members of the Pan Amer- ican Union, in connection w ith the surve y and construc tion of the proposed Inter-American Highway, $1,000,000, to remain available until expended . The expenditure of such sum shall be subject to the receipt of assurances satisfactory to the President from such govern- ments of their cooperation in such survey and construction .
