JUNE 19, 1934 . or other wise, d irectly or in directl y, acqu ire, o wn, con trol, o r oper ate any cable or wire telegraph or telephone line or system between any place in any State, Territory, or possession of the United States or On ownership of in the District of Columbia, and any place in any foreign country, stock • or shall acquire, own, or control any part of the stock or other capital share or any interest in the physical property and/or other assets of any such cable, wire, telegraph, or telephone line or system, if in either case the purpose is and/or the ef fect thereof may be to substantially lessen competition or to restrain commerce between any place in any State, Territory, or possession of the United States, By person engaged in or in the District of Columbia, and any place in any foreign coun- transmitting for hire interstate or foreign try, or unlawfully to create monopoly in any line of commerce ; nor messages• shall any person engaged directly, or indirectly through any person directly or indirectly controlling or controlled by, or under direct or indirect common control with, such person, or through an agent, or otherwise, in the business of transmitting and/or receiving for hire messages by any cable, wire, telegraph, or telephone line or system (a) between any place in any State, Territory, or possession of the United States, or in the District of Columbia, and any place in any other State, Territory, or possession of the United States ; or (b) between any place in any State, Territory, or possession of the Unite d States, or the District o f Columbia, a nd any place in any forei gn country, b y purchase, le ase, construc tion, or othe rwise, directly or indirectly acquire, own, control, or operate an station or the apparatus therein, or any system for transmitting and/or receiv- ing radio communications or signals between any place in any State, Territory, or possession of the United States, or in the District of Columbia, and any place in any foreign country, or shall acquire, own, or control any part of the stock or other capital share or any interest in the physical property and/or other assets of any such radio station, apparatus, or system, if in either case the purpose is and/or the effect thereof may be to substantially lessen competition or to restrain commerce between any place in any State, Territory, or possession of the United States, or in the District of Columbia, and any p lace i n any forei gn cou ntry, or un lawful ly to create monopoly in any line of commerce . Broadcasting prohib- ited . Penalty provision . FACILITIES FOR CANDIDATES FOR PUBLIC OFFICE SEC. 315 . If any licensee shall permit any person who is a legally qualified candidate for any public office to use a broadcasting station, he shall afford equal opportunities to all other such candidates for that office in the use of such broadcasting station, and the Commis- sion shall make rules and regulations to carry this provision into effect : Provided, That such licensee shall have no power of censor- ship over the material broadcast under the provisions of this section . No obligation is hereby imposed upon any licensee to allow the use of its station by any such candidate . LOTTERIES AND OT HER SI MIL AR SCHEMES SEC. 316 . No person shall broadcast by means of any radio station for which a license is required by any law of the United States, and no person operating any such station shall knowingly permit the broadcasting of, any advertisement of or information concerning any lottery, gift enterprise, or similar scheme, offering prizes dependent in whole or in part upon lot or chance, or any list of the prizes drawn or awarded by means of any such lottery, gift enter- prise, or scheme, whether said list contains any part or all of such p ri z e s .
