SEC . 4. (a) There is hereby established for Puerto Rico a board, Board for P Ho using to be known as the "Model Housing Board" (hereinafter referred est ablished . to as the "Board"), to be composed of three members to be appointed by the Governor of Puerto Rico . The persons appointed Membership, tenure, as members of the Board shall serve without compensation, and the e tc' term of membership for each such member shall be five years . One of the members shall be appointed as chairman of the Board . (b) It shall be the duty of the Board to design and construct Construction author- in Puerto Rico houses of several types, which houses shall be models izedd of sanitation, health, convenience, and comfort ; but not more than eight such houses shall be built in any senatorial district of Puerto Rico in any one year . For the purpose of such construction the Acquisition of sites . Board shall have power to acquire such plots of land in Puerto Rico as may be necessary .
