Operating force : For such personal services as the Secretary of Opera ting force . the Treasury may deem necessary in connection with the care, main- Personal services. tenance, and repair of all public buildings under the administration of the Treasury Department (except as hereinafter provided), together with the grounds t hereof and th e equipment an d furnish- ings therein, including inspectors of buildings, repairs and equi pmen t, a ssis tant cus todi ans, jan itor s, w atch men, lab orer s, and charwomen ; telephone operators for the operation of telephone switch boards or eq uival ent te lephon e swit chboa rd equ ipment in Federal buildings, jointly serving in each case two or more govern- mental activities ; en gine ers, fir emen , elevator conductors, co al passers, elect ricians, dyna mo tenders, lampists, and wiremen ; mechanical labor force in connection with said buildings, including carpenters, plumbers, steam fitters, machinists, and painters, but in no case shall the rates of compensation for such mechanical labor force be in excess of the rates current at the time and in the place where such services are employed, $1,305,000 : P rovide d, That the Aoa b;lity . foregoing appropriations shall be available for use in connection with all public buildings under the administration of the Treasury Department, outside the District of Columbia, and exclusive of marine hospitals, quarantine stations, mints, branch mints, and assay offices. Furniture and repairs of furniture : For furniture, carpets, and Furniture, etc . repairs of same, for completed and occupied public buildings under the administration of the Treasury Department, exclusive of marine hospita ls, qua rantine stati ons, mi nts, br anch m ints, a nd assa y offi ces, and for gas and electric lighting fixtures and repairs of same for completed and occupied public buildings under the administration of the Treasury Department, including marine hospitals and quar- antine stations, but exclusive of mints, branch mints, and assay offices, and for furniture and carpets for public buildings and exten- sion of public buildings in course of construction which are to remain under the custody and ad minist ration of th e Tre asury Department, exclusive of marine hospitals, quarantine stations, mints, branch mints, and assay offices, and buildings constructed for other executive departments or establishments of the Government, $100,000 : P rovided, That the foreg oing appropri ation shall no t be p Visos . ~
