MARCH 26, 1934 . be responsible for the local distribution and utilization of such bait on pri vately owned land s incl uding full l abor costs : Provided further, That, in the discretion of the Secretary of Agriculture, no part of this appropriation shall be expended for grasshopper control in any State until such State has provided the necessary organization for the cooperation herein indicated : Pr ovided furt her, That no part of this appropriation shall be used to pay the cost or value of farm animals, farm crops, or other property injured or destroyed . FOREST ROADS AND TRAILS For carrying out the provisions of section 23 of the Federal High- way Act approved November 9, 1921 (U.S .C ., title 23, sec . 23), including not to exceed $10,521 for departmental personal services in the district of Columbia, $1,500,000, a part of the amount author- ized to be appropriated for the fiscal year 1933 by the Act approved May 5, 1930 : Provided, That this appropriation shall be available for the rental, purchase, or construction of buildings necessary for the st orage of equ ipmen t and suppli es use d for road and trail construction and maintenance, but the total cost of any such build- ing purchased or constructed under this authorization shall not exceed $2,500 : Provided further, That during the fiscal year ending June 30, 1935, the expenditures on forest highways in Alaska from the amount herein appropriated or from similar appropriations heretofore made shall not exceed $350,000 . TITLE II-FARM CREDIT ADMINISTRATION SALARIES AND EXPENSES For s alaries and e xpenses of the Farm Credit Administratio n in the District of Columbia and the field ; traveling expenses of officers and employees ; contingent and miscellaneous expenses, incl udin g law books, books of reference, periodicals, newspapers, and maps
contract stenographic reporting services, and expert services for the preparation of amortization tables ; m em b er s h ip fees or dues in organizations which issue publications to members only or to mem- bers at a lower price than to others, payment for which may be made in advance ; purchase of manuscripts, data, and special reports by personal service without regard to the provisions of any other Act ; procurement of supplies and services without regard to section 3709 of the Revised Statutes (U .S .C ., title 41, sec . 5) when the aggre- gate amount involved does not exceed $50 ; purchase, exchange, main t enan ce, repa ir, and oper atio n of mot or-p rope lled , pa ssen ger- carr y- ing vehicles and motor trucks to be used only for official purposes ; typewriters, adding machines, and other labor-saving devices, includ- ing their repair and exchange ; garage rental in the District of Columbia and elsewhere ; payment of actual transportation expenses and not to exceed $10 per diem to cover subsistence and other expenses while in conference and en route from and to his home to any person other than an employee or a member of an advisory com- modity committee who may from time to time be invited to the city of Washington and elsewhere for conferen ce and advisor y purposes in furthering the work of the Farm Credit Administration ; employ- ment of persons, firms, and others for the performance of special services, including legal services, and other miscellaneous expenses
