Foreign Service officer : Provided fwrther, That under this appro- priation and the appropriation herein for " Contingent expenses, Foreign Service', not more than $3,000 shall be expended for custo dial servi ce, heat, fuel , an d lig ht in any Gove rnmen t-own ed building used for residence or residence and office purposes for an ambassador or minister, and not more tha n $1,700 for such pur- poses in the case of any other Foreign Service officer, except that at any post at which the expenditures for such purposes for the fiscal year 1933 were in excess of the limitation of $3,000 in this last proviso in the case of an ambassador or minister there may be expended during the fiscal year 1935 an amount equal to the sum so authorized to be expended during the fiscal year 1933, but in no event to exceed $5,000 ; and during the incumbency of a charge d'affaires the limitation on such expenditures shall be the same as for the occupancy of the principal officer . C OST OF LIVING AL LOWA NCE, FOR EIGN SER VICE OFF ICER S To carry out the provisions of the Act approved February 23, 1931 (U.S .C., Supp . VI, title 22, sees . 12, 23c) relating to allowances and/or additional compensation to diplomatic, consular, and Foreign Service officers and/or clerks when such allowances and/or addi- tion al co mpens ation are nece ssary to enabl e suc h of ficer s and /or clerks to carry on their work efficiently : Provided, That such allow- ances and/or additional compensation shall be granted only in the discretion of the President, and under such regulations as he may prescribe, $300,000, of which amount not to exceed $100,000 shall be immediately available . FOR EIGN SER VICE BUI LDIN G FU ND For the purpose of carrying into effect the provisions of the " Foreign Service Buildings Act, 1926 ", as amended (U.S.C ., Supp . VI, t itl e 22 , s ec . 295), and for each and every object thereof, including the initial alterations, repair, and furnishing of buildings heret ofore acqu ired unde r spe cifi c aut horiz ation of Congr ess f or the u se of the dipl omati c and con sular esta blish ment s in forei gn countries, $1,165,000, fiscal year 1935, to remain available until expended : Provided, That in expending appropriations for the fore- going purposes obligations shall not be incurred which will require expenditures in excess of the total of $10,000,000 now authorized bylaw: Provided fwrther, That no part of the appropriation made herein shall be expended for the purchase of old buildings . For salaries of clerks in the Foreign Service, as provided in the p II.s.C ., Supp . VII, Act approved February 23, 1931 (U.S .C ., Supp . VI, title 22, sec . 23a), including salaries during transit to and from homes in the United States upon the beginning and 'after termination of service, $2,101,500 .
