Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That section 2 of the Act of February 4, 1933 (Public, Numbered 327), be, and the same is hereby, amended by adding at the end of the first sentence thereof, thewords:"andinthe case of summer fallowing or winter wheat, a first lien, or an agreement to give a first lien on crops to be harvested in 1934, shall, in the discretion of the Secretary of Agriculture, be deem ed suff ici ent secu rit y ."
