The said State Road Commission .of West Virginia is he reby a uthoriz ed to f ix and charge tolls for tr ansit o ver suc h brid ge, and the rates of toll so fixed shall be the legal rates until changed by the Secretary of War under the authority contained in the Act of March 23, 1906 . SEC . 4 . In fixing the rates of toll to be charged for the use of such bridge the same shall be so adjusted as to provide a fund sufficient to pay for the reasonable cost of maintaining, repairing, and operating the bridge and its approaches under economical management, an d to provide a sinking fun d sufficient t o amortize the cost of su ch bridge and its approach es, including reasonable interest and financing cost, as soon as possible, under reasonable charges, but within a period of not to exceed twenty years from the completion thereof . After a sinking fund sufficient for such amortization s hall have bee n so provid, such bridge sh all there- after be maintained and operated free of tolls, or the rates of toll shall thereafter be so adjusted as to provide a fund of not to exceed the amount necessary for the proper maintenance, repair, and operation of the bridge and its approaches under economical management . An accurate record of the cost of the bridge and its approaches, the expenditures for maintaining, repairing, and operat- ing the same, and of the daily tolls collected shall be kept and shall be a vail able for the inf orma tion of all pers ons inte rest ed . SEc . 5 . The right to alter, amend, or repeal this Act is hereby expressly reserved . Approved, April 30, 1934 . [H .R . 8834.1 [Public, No . 189. ] Be it enacted by t he Senate and House of Repr esentatives o f t h e United States o f America in Congress assembled, That in order to Wabash River . Bridge authorized facilitate interstate commerce, improve the postal service and pro- cds, Cut-Off oIsland, vide for military and other purposes, the owners of Cut-of Island, nl . Posey County, Indiana, are hereby authorized to construct, maintain, and o per ate a fr ee hi ghw ay bridge or cau sew ay (including approaches thereto) across the old channel of the Wabash River, in order to co nnect such island with the hi ghway syste m in W hite Construction . County, Illinois, in accordance with the provisions of an Act entitled Vol.34, p.84. "An Act to regulate the construction of bridges over navigable waters ", approved March 23, 1906, and subject to the conditions and limitations contained in this Act .

There is hereby conferred upon the owners of Cut-Off estate, etc .,forloeation, Island, Indiana, all the rights and powers to enter upon lands and approaches, etc . to acquire, condemn, occupy, possess, and use real estate and other property needed for the location, construction, operation, and mainte- nance of such bridge or causeway, and its approaches, as are pos- sessed by railroad corporations for railroad purposes or by bridge corporations for bridge purposes in the State in which such real estate or other property is situated, upon making just compensation there- for, to be ascertained and paid according to the laws of such State, and the
