SEC . 4. The right to sell, assign, transfer, and mortgage all the rights, powers, and privileges conferred by this Act is hereby granted to the city of Sault Sainte Marie, Michigan, its successors and assigns; and any corporation to which or any person to whom such rights, powers, and privileges may be sold, assigned, or transferred, or who shall acquire the same by mortgage foreclosure or otherwise, is hereby authorized and empowered to exercise the same as fully as though conferred herein directly upon such corporation or person . AN ACT [ S.3 041 .] To effectuate the purpose of certain statutes concerning rates of pay for labor, by making it unlawful to prevent anyone from receiving the compensation contracted for thereunder, and for other purposes . Be it enacted b y the Senate and House of Representatives o f the Uni ted Stat es of Am eric a in Con gres s as semb led, That whoever shall induce any person employed in the construction, prosecution, or completion of any public building, public work, or building or work financ ed in whole or in part by loa ns or grant s from the United States, or in the repair thereof to give up any part of the compensation to which he is entitled under his contract of employ- ment, by force, intimidation, threat of procuring dismissal from such employment, or by any other manner whatsoever, shall be fined not more than $5,000, or imprisoned not more than five years, or both . SEC . 2 . To aid in the enforcement of the above section, the Secre- tary of the Treasury and the Secretary of the Interior jointly shall make reasonable regulations for contractors or subcontractors on any such building or work, including a provision that each con- tractor and subcontractor shall furnish weekly a sworn affidavit with respect to the wages paid each employee during the preceding week .
