By THE PRESIDENT OF THE UNITED STATES OF AMERICA A PROCLAMATION WHEREAS a Treaty of Relations between the United States of America and the Republic of Cuba was concluded and signed by their respective Plenipotentiaries at Washington on the twenty-ninth day of May, one thousand nine hundred and thirty-four, the original of which Treaty, being in the English and Spanish languages, is word for word as follows: The United States of America and the Republic of Cuba, being animated by the desire to fortify the relations of friendship be- tween the two countries and to modify, with thislurpose, the re- lations establishe between them by the Treaty of Relations signed at Habana, May 22, 1903, have appointed, with this intention, as their Plerupotentiaries: The President of the United States of America; Mr. Cordell Hull, Secretary of State of the United States of America, and Mr. Sumner Welles, Assistant Secretary of State of the United States of America; and The Provisional President of the Refublic of Cuba, Senor Dr. Manue MA.rquez Sterling, Am- bassador Extraordinary and Pleni- potentiary of the Republic of Cuba to the United States of America; Who, after having communi- cated to each other their full powers which were found to be in good and due form, have agreed upon the following articles: Los Estados Unidos de A.merica y la Republica de Cuba, animados por el deseo de fortalecer los lazos de amistad entre los dos palses y de modificar, con ese fin, las relaciones establecidas entre ellos por el Tratado de Relaciones firmado en la Habana el 22 de mayo de 1903, han nombrado con ese 'pr~p6sito, como sus Plenipo- tenClanos: EI Presidente de los Estados Unidos de America; al Senor Cordell Hull, Secretario de Estado de los Estados Unidos de America y al Senor Sumner Welles, Sub- secretario de Estado de los Esta- dos Unidos de America; y EI Presidente Provisional de la Republica de Cuba, al Senor Dr. Manuel Marquez Sterling, Em- bajador Extraordinario y Pleni- potenciario de la RepUblica de Cuba en los Estados Unidos de America; Quienes, despues de haberse comunicado entre SI sus plenos poderes, y encontrandolos en buena y debida forms, han con- venido en los siguientes artfculos:
