In Labeling provisions . the case of malt beverages, the provisions of subsections (e) and (f) shall apply to the labeling of malt beverages sold or shipped or deliv- er ed for shipm ent or other wise i ntrodu ced in to or receiv ed in any St ate from any pla ce outsi de there of, or t he adver tising of malt bever- ages intended to be sold or shipped or delivered for shipment or other- wise introduced into or received in any State from any place outside thereof, only to the extent that the law of such State imposes similar requirements with respect to the labeling or advertising, as the case may be, of malt beverages not sold or shipped or delivered for ship- ment or otherwise introduced into or received in such State from any place outside thereof. Bulk sales and bot- tling . SEc . 6 . (a) It shall be unlawful for any person-

(1) To sell or offer to sell, contract to sell, or otherwise dispose Bulk sa les of dist ill ed of dis tilled s pirits i n bulk e xcept, u nder reg ulation s of the Admin- spirits . istrator, for export or to the following, or to import distilled spirits in bulk except, under such regulations, for sale to or for use by the following : A distiller, rectifier of distilled spirits, person oper- ating a bonded warehouse qualified under the internal-revenue laws or a class 8 bonded warehouse qualified under the customs laws, a winemaker for the fortification of wines, a proprietor of an indus- trial alcohol plant, or an agency of the United States or any State or political subdivision thereof . (2) To sell or offer to sell, contract to sell, or otherwise dispose safes of warehouse receipts for distilled of warehouse receipts for distilled spirits in bulk unless such ware- spirits . house recei pts re quire that t he war ehouse man sh all pa ckage such distil led spir its, bef ore deli very, in bottles labele d and ma rked in accordance with law, or deliver such distilled spirits in bulk only to persons to whom it is lawful to sell or otherwise dispose of distilled spirits in bulk . The District Courts of the United States, the Supreme Court of the District of Columbia, and the United States court for any Territory, of the District where the offense is committed or threatened or of which the offender is an inhabitant or has his principal place of business, are hereby vested with jurisdiction of any suit brought by Penalt ies .
