SEC . 2 . There is hereby authorized to be appropriated, out of authorized any money in the Treasury not otherwise appropriated, the sum of $5,000, which shall be available for expenditure, as the Secretary of the Interior may direct, for expenses and all necessary disburse- ments, including salaries, in carrying out the provisions of this Act . Be it enacted by the Senate and House of Representatives of the United States o f America in Congress assembled, That every bill of lading or similar document of title which is evidence of a contract for the carriage of goods by sea to or from ports of the United States, in foreign trade, shall have effect subject to the provisions of this Act .
