OFFICE OF SUPERINTENDENT OF DOCUMENTS For the Superintendent of Documents, assistant superintendent, and other personal services in accordance with the Classification Act of 1923, as amended, and compensation of employees paid by the hour who shall be subject to the provisi ons of the Act entitled "An Act to regulate and fix rates of pay for employees and officers of the Govern ment Prin ting Off ice", app roved Jun e 7, 1924 (U. S. C., title 44, sec . 40), $585,000 : Provided, That for the purpose of con- forming to sectio n 3 of thi s Act this appropria tion shall be consid ered a separate appropriation unit . For furniture and fixtures, typewriters, carpets, labor-saving machines and accessories, time st amps , add ing and n umber ing machines, awnings, curtains, books of re ference ; d i re c t or i e s, b oo k s, miscellaneous office and desk supplies, paper, twine, glue, envelopes, postage, car fares, soap, towels, disinfectants, and ice ; drayage, express, freight, telephone and telegraph service ; traveling expenses (not to exceed $200) ; repairs to buildings, elevators, and machinery ; preserving sanitary condition of building ; light, heat, and power ; station ery and of fice print ing, inclu ding blank s, price l ists, bibl iog- raphies, catalogues and indexes ; for supplying books to depository libraries ; in all, $215,000 : Provided, That no part of this sum shall be used to supply to depository libraries any documents, books, or other printed matter not requested by such libraries, and the requests therefor shall be subject to approval by the Superintendent of Documents. In order to keep the expenditures for printing and binding for the fiscal year 1937 within or under the appropriations for such fiscal year, the heads of the various executive departments and independent establishments are authorized to discont inue the printing of annual or special reports under their respective jurisdiction s : Pr ov id ed , That where the printing of such reports is discontinued the original copy thereof shall be kept on file in the offices of the heads of the respective departments or independent establishments for publi c inspection . Purchases may be made from the foregoing appropriation under the " Gover nment Prin ting Offic e", a s pro vided for in th e Pri nting Act a pprov ed Ja nuary 12, 1895, and witho ut re feren ce to sect ion 4 of the Act approved June 17, 1910 (U . S. C., title 41, sec. 7), con- c ernin g pur chase s for exec utive depa rtmen ts . SEC . 2 . No part of the funds herein appropriated shall be used for the maintenance or care of private vehicles . SEC . 3 . In expending appropriations or portions of appropriations, contained in this Act, for the payment for personal services in the District of Columbia in accordance with the Classification Act of 1923, as amended, the average of the salaries of the total number of p ersons un der any g rade in the Botan ic Garde n, the Li brary of Congres s, or the Government Printing Office, shall not at any time exceed the average of the compensation rates specified for the grade by such Act, as amended, and in grades in which only one position is allocated the salary of such position shall not exceed the average of the compensation rates for the grade, except that in unusually meritor ious cases of one position in a grade, advances may be made to rates higher than the average of the compensation rates of the grade, but not more often than once in any fiscal year, and then 1231 Office of Superintend- ent of Documents.
