APR IL 25, 1936 . safekeeping, exhibition, demonstration, and return of such articles and materials as the Commission may decide shall be included in such Government exhibit and in the exhibits of the Great Lakes Exposition ; for the compensation of said Commissioner General, Assistant Commissioner, and other officers and employees of the Commis sion in t he Distric t of Colu mbia and e lsewhere, for the payment of salaries of of fice rs and employees of the Government employ ed by or detailed f or duty w ith the Co mmission, and for actual traveling expenses, including travel by air, and for per diem in lieu of actual subsistence at not to exceed $5 per day : Provided, That no such Government official or employee so designated shall receive a salary in excess of the amount wh ich he has been r eceiv- ing in the department or branch where employed, plus such rea- sonable allowance for travel, including travel by air, and sub- sis tence expe nses as ma y be deem ed proper by the Co mmissioner General ; for telephone service, purchase or rental of furniture and equipment, stationery and supplies, typewriting, adding, duplicating, and computing machines, their accessories and repairs, books of reference and periodicals, uniforms, maps, reports, documents, plans, spe cifi cati ons, manu scri pts, news pape rs a nd al l ot her appr opria te publications, and ice and drinking water for office purposes
Pro- vided further, That payment for telephone service, rents, subscrip- tions to newspapers and periodicals, and other similar purposes, may be ma de in ad va n ce ; for the p urchase and hire of passenger- carrying automobiles, their maintenance, repair, and operation, for the official use of said Commissioner General and Assistant Com- missioner in the District of Columbia or elsewhere as required

printing and binding ; for entertainment of distinguished visitors ; and for all ot her expenses as may be deemed necessary by the Commission to fulfill properly the purposes of this joint resolution . All purchases, expenditures, and disbursements of any moneys made available by authority of this joint resolution shall be made under the direction of the Commission : Provided further, That the Com- mission, without release of responsibility as hereinbefore stipulated, may delegate these powers and functions to said Commissioner Gen- er al, and said Comm issi oner Gene ral, wit h the con sent of the C om- mission, may subdelegate them : Provided further, That the Commissio n or its delegate d representative may allot funds a uthor- ized to be appropriated herein to any executive department, inde- pendent office, or establishment of the Government with the consent of the heads thereof, for direct expenditure by such executive depart- ment, independent office, or establishment, for the purpose of defray- ing any expenditure which may be incurred by such executive de part ment , ind epen dent off ice, or e stab lishm ent in e xecu ting the duties and functions delegated by the Commission . All accounts and vouchers cove rin g ex pend itu res shall be approved by said Commissioner General or by such assistants as the Commission may designate except for such allotments as may be made to the various e xecutive departme nts, independent offices, and esta blish- ments for direct expenditure ; but these provisions shall not be construed to waive the submission of accounts and vouchers to the General Accounting Office for audit, or permit any obligations to be incurred in excess of the amount authorized herein : And pyo- vided further, That in the construction of exhibits requiring skilled and unskilled labor, the prevailing rate of wages, as provided in the Act of March 3, 1931, shall be paid . SEC. 8 . The Commissioner General, with the approval of the Com- mission, may receive contributions from any source to aid in carryin~ out the purposes of this joint resolution, but such contributions shall 1245 Salaries, traveling ex- penses, etc .
