14 49 preparing plans for the removal of surplus water by drainage ; for developing equipment for farm irrigation and drainage ; for inves- tig ating a nd repor ting up on farm domesti c water supply and dra in- age disposal, upon the design and construction of farm buildings and their appurtenances and of buildings for processing and storing farm products ; upon farm power and mechanical farm equipment ; upon the engineering problems relating to the processing, transportation, and storage of perishable and other agricultural products ; and upon the engineering problems involved in adapting physical character- istics of farm land to the use of modern farm machinery ; for inves- tigations of cotton ginning under the Act approved April 19, 1930 (U. S. C., title 7, sees. 424, 425) ; for giving expert advice and assistance in agricultural engineering ; for collating, reporting, and illustrating the results of investigations and preparing, publishing, and distributing bulletins, plans, and reports ; and for other neces- sa ry expenses, including tr avel, rent, repairs, and n ot to exceed $5,000 for construction of buildings, $400,669 . Total, Bureau of Agricultural Engineering, $438,269, of which amount not to exceed $160,220 may be expended for personal serv- ices in the District of Columbia, and not to exceed $3,000 shall be availab le for the purchase of motor-propelled and horse-drawn pas senger- carrying vehicl es neces sary in the co nduct of field work outside the District of Columbia . Marketing and distributing farm products : For acquiring and dif- fusing among the people of the United States useful information on subjects connected with the marketing, handling, utilization, grading, transportation, and distributing of farm and nonmanufactured food pro ducts a nd the p urchasi ng of fa rm supp lies, i ncluding the de mon- stration and promotion of the use of uniform standards of classifica- tion of American farm products throughout the world, including scientific and technical research into American-grown cotton and its bypr oducts a nd thei r presen t and p otential uses, includin g new a nd additional commercial and scientific uses for cotton and its byproducts, and including investigations of cotton ginning under the Act approved April 19, 1930 (U. S . C ., title 7, sees . 424 ) 425), and for collecting and disseminating information on the adjustment of production to probable demand for the different farm and animal products, independently and in cooperation with other branches of the Department, State agencies, purchasing and consuming organ- iza tion s, an d pe rsons eng aged in t he ma rket ing, hand ling, uti lizat ion, grading, transportation, and distributing of farm and food products, and for investigation of the economic costs of retail marketing of Cotton gin ni ng in- vestigations .
