JUNE 4, 1936. meat and meat products, $756,154 : Provided, That practical forms of the grades recommended or promulgated by the Secretary for wool and mohair may be sold under such rules and regulations as he may prescribe, and the receipts therefrom deposited in the Treas- ury to the credit of miscellaneous receipts. Crop and livestock estimates : For collecting, compiling, abstract- ing, analyzing, summarizing, interpreting, and publishing data relat- ing to agriculture, including crop and livestock estimates, acreage, yield, grades, staples of cott on, stocks, and value of farm crops, and numbers, gr ades, and value of livestock a nd livestock p roducts on farms, in co operation with the Extension S ervice and oth er Fed- eral, State, and local agencies, $686,289 : Provided, That no part of the funds herein appropriated shall be available for any expense inciden t to a scerta ining, collat ing, o r publ ishing a repo rt sta ting t he intention of farmers as to the acreage to be planted in cotton . Foreign competition and demand : To enable the Secretary of Agriculture to carry into effect the provisions of the Act entitled "An Act to prom ote the agricul ture of the Uni ted States by expand- ing in the foreign field the service now rendered by the United States Departme nt of Agricultu re in acquiring and diffusing useful information regarding agriculture, and for other purposes", approved June 5, 1930 (U . S . C ., title 7, sees . 541-545), and for collecting and disseminating to American producers, importers, exporters, and other interested persons information relative to the world supply of and need for American agricultural products, marketing methods, conditions, prices, and other factors, a knowledge of which is necessary to the advantage ous disposition of such produc ts in for- eign countries, independently and in cooperation with other branches of the Government, State agencies, purchasing and consuming organizations, and persons engaged in the transportation, marketing, and distribu tion of farm a nd food product s, including th e purchase of such books and periodicals and not to exceed $1,000 for news- papers as ma y be necessary in connection with this work, $298,000 . Market inspection of farm products : For enabling the Secretary of Agriculture, independently and in cooperation with other branches of the Government, State agencies, purchasing and consuming organizations, boards of trade, chambers of commerce, or other asso- ciations of businessmen or trade organizations, and persons or corpo- rations engaged in the production, transportation, marketing, and distribution of farm and food products, whether operating in one or more jurisdictions, to investigate and certify to shippers and other interested parties the class, quality, and condition of cotton, tobacco, fruits, and vegetables, whether raw, dried, or canned, poult ry, but ter, h ay, an d other peris hable farm pr oducts when offered for int erstate shipmen t or when recei ved at such im portant central markets as the Secretary of Agriculture may from time to time designate, or at points which may be conveniently reached there- from, under such rules and regulations as he may prescribe, including payment of such fees as will b e reasonable an d as nearly as may be to cover the cost for the service rendered : Provided, That certifi- cates issued by the authorized agents of the department shall be received in all courts of the United States as prima facie evidence of the truth of the state ments t herein conta ined, $378,53 3 . Tobacco Inspection Act : To enable the Secretary of Agriculture to carry into effect the provisions of an Act entitled "An Act to establish and promote the use of standards of classification for tobacco, to provide and maintain an official tobacco inspection service, and for other purposes", approved August 23, 1935 (49 Stat ., pp . 731-735), $250,000.
