1485 [CHAPTER 531 .] AN ACT June 5, 1936 . To aid in defraying the expenses for the celebration of the bicentennial of the [H. R. 12870.] birth of Pat rick Henry to be held at Ha nover Court house, Virg inia, July 15, [Public, No.672.1 16, and 17, 1936 . Be it enacte d by the Senate a nd House of Repre sentatives of the United States o f America in Congress assembled, That there is her eby authorized to be appropriated, out of any money in the Treasury not otherw ise appropriated, the sum of $10,0 00 to aid in defr aying the expenses for the celebration of the bicentennial of the birth of Patrick Henry to be held at Han over Courthouse, Virginia, July 15 , 16, and 17, 19 36, such sum to b e expended for su ch purposes by th e Patrick Henry Bi-Centennial, Incorporated, Ashland, Hanover County, Vir- ginia, and without regard to any other provision of law . To amend the joint resolution of July 18, 1935, relating to the Seventieth National [H . J . Res . 465 .] En campm ent of the Grand Army of the Repu blic, to be held in the District of [Pub . Res ., No. 101 .] Columbia in September 1936 . Resolved by the Senate and House o f Representatives o f the United States of America in Congress assembled, That section 1 of the joint re solution entitled "Joint resolutio n giving authorit y to the Com- missioners of the District of Columbia to make special regulations for the occasion of the Seventieth National Encampment of the Grand Army of the Republic to be held in the District of Columbia in the month of September 1936, and for other purposes, incident to the said encampment", approved July 18, 1935, is hereby amended to read as follows j "That the Commissioners of the District of Columbia are hereby authorized and directed to make such special regulations for the o cca sion of the enc amp ment of the Gra nd Army of the Rep ubl ic which shall take place in the District of Columbia during the month of September 1936 as they shall deem advisable for the preservation of public order and the protection of life and property, to be in force one week prior to said encampment, during said encampment, and on e week subsequent thereto, such sp ecial regulations shall be published in one or more of the daily newspapers of the District of Columbia, and no penalty prescribed for the violation of such regulations shall be enforced until five days after such publication . Any person violating any of the aforesaid regulations, or the afore- said schedule of fares shall, upon conviction thereof in the police court of the said Distri ct, be liable for such offense to a fine not to exceed $100, and, in de fault of payment of such fine, to imprison- ment in the workhouse (or jail) of said District for not longer than si xty days . This resol ution shall take effect immediatel y upon its appr oval, and the sum o f $15,000 or as muc h thereof as may be necessary, payable from any money in the Treasury not otherwise approp riated, and from the revenues of t he District of Co lumbia in equal parts, is hereby appropriated . The Commissioners of the Distri ct of Columbia ar e hereby authoriz ed in conjunction with the Citizens' Executive Committee of the Grand Army of the Republic, who shall be appointed by the sa id Commissioners, to expend the said sum of $15,000 to carry out the provisions of section 1 of this oint resolution, and f or such expenses incident to the e ncampment as the said Commissioners, in their discretion and judgment, may deem advisable ."
