JUNE 16, 1936. remaining for construction with which to match all, or any part, of the regular Federal-aid road funds apportioned to such State for either or both said years, respectively, in accordance with the pro- visions of the Federal Highway Act of 1921, as amended and supple- mented, all, o r such portion, of such apportionment as the State is unable to matc h shall be available for expenditure in such State in accordance with said Federal Highway Act without being matched by the State with State funds . SEC . 2 . For the purpose of carrying ut the provisions of sec- tion 23 of the Federal Highway Act of 1921 there is hereby author- ized to be appropriated for forest highways, roads, and trails the following sums, to be available until expended in accordance with the provisions of said section 23 : The sum of $14,000,000 for the fiscal year ending June 30, 1938 ; the sum of $14,000,000 for the fiscal year ending June 30, 1939 : Provided, That one-third, but not less th an $3 ,000, 000, of th e app ropri ation made for any f iscal year for carrying out the provisions of said section 23 may hereafter be expended for the purposes enumerated in the first paragraph of clause (a) of said section 23 : And provided further, That on or before January 1 of each year the Secretary of Agriculture shall ap porti on an d pro rate among the sever al St ates, Alas ka, a nd Pu erto Rico, as provided in said section 23, the sum authorized for the fiscal year immediately following and the Secretary of Agriculture is authorized to approve projects under any such apportionment, and to incur obligations or enter into contracts under his apportion- ment and prora ting of the authorization, and his action in so doing shall be deemed a contractual obligation on the part of the Federal Government for the payment of the cost thereof . SEC . 3 . For the purpose of carrying out the provisions of section 3 of the Federal Highway Act of 1921, as amended June 24, 1930 (46 Stat. 805), there is hereby authorized to be appropriated for the survey, construction, reconstruction, and maintenance of main roads through unappropriated or unreserved public lands, nontax- able Indian lands, or other Federal reservations other than the forest reservations, the sum of $2,500,000 for the fiscal year ending June 30, 1938, and the sum of $2,500,000 for the fiscal year ending June 30, 1939, to remain available until expended . SEC. 4. Fo r the cons truct ion, recon struc tion, and impro vemen t of roads and t rails, inc lusive of necessary bridges, i n the nati onal parks , monuments, and other areas administered by the National Park Service, including areas authorized to be established as national parks and monuments, and national park and monument approach roads authorized by the Act of January 31, 1931 (46 Stat . 1053), as amended, there is hereby authorized to be appropriated the sum of $7,500,000 for the fiscal year ending June 30, 1938, and t he sum of $7,500,000 for the fiscal year ending June 30, 1939 . SEC . 5 . For the construction and maintenance of parkways, to give access to national parks, and national monuments, or to become connecting sections of a national parkway plan, over lands to which title has been transferred to the United States by the States or by priva te in divid uals, ther e is hereb y aut horiz ed to be a pprop riate d the sum of $10,000,000 for the fiscal year ending June 30, 1938, and the sum of $10,000,000 for the fiscal year ending June 30, 1939 : Provided, That the location of such parkways upon public lands, national forests, or other Federal reservations shall be dete rmined by agreement between the department having jurisdiction over such lands and the National Park Service .
