After a sinking fund sufficient for such amortization shall have been so provided, such bridge shall therea fter b e main tained and op erated free of tol ls, or the rates of toll shall thereafter be so adjusted as to provide a fund of not to exceed the amount necessar y for the prope r mainte- nance, repair, and operation of the bridge and its approaches under economic management . An accurate record of the costs of the bridge and its approaches, the expenditures for maintaining, repair- ing, and operating the same, and of the daily tolls collected, shall be kept and shall be available for the information of all persons interested . Be it enacted b y the Senate an d House of Repr esentatives of the United S tates o f Ameri ca in Congress assembled, That the cons ent of C ongress is here by granted to t he county of H orry, South Car o- lina, to construct, maintain, and operate a free highway bridge acro ss the Waccamaw River at a poi nt suitable to the interests of navigation, at or near Red Bluff, South Carolina, in accordance with th e prov isions of an Act en titled "An A ct to r egulat e the constr uction of bridges over navigable waters", approved March 23, 1906, and sub- je ct to the con dition s and limita tions contain ed in this A ct . [CHAPTER 610 .] [CHAPTER 611 .] JOINT RESOLUTI ON To authorize the Secretary of the Treasury to permit the transportation of bonded merchandise by other than common carriers under certain conditions . Resolved by the Senate and House o f Representatives o f the United States o f America in Congress assembled, That the Secretary of the Treasury be, and he is hereby, authorized, when it appears to him to be in the interest of commerce, and notwithstanding any provision of law or regulation requiring that the transportation of imported merchandise be by a bonded common carrier, to permit such mer- chandise which has been entere d and examined for customs pu rposes to be transported by bonded cartmen or bonded lightermen between the ports of New York, Newark, and Perth Amboy, which are all included in Customs Collection District Numbered 10 (New York) Provided, That this resolution shall not be construed to deprive any of the ports affected of its rights and privileges as a port of entry .
