PRINTING AND BINDING, WAR DEPARTMENT For printing and binding for the War Department, its bureaus and offices, and for all printing and binding for the field activities under the ar Department, except such as may be authorized in accordance with existing law to be done elsewhere than at the Government Printing Office, $435,888 : Provided, That the sum of $3,000, or so much thereof as may be necessary, may be used for the publication, from time to time, of bulletins prepared under the direction of the Surgeon General of the Army, for the instruction of medical officers, when approved by the Secretary of War, $37,000 shall be available exclusively for printing the Index Catalog of the Army Medical Library, and not exceeding $68,050 shall be available for printing and binding under the direction of the Chief of Engineers .
