Distinctive paper for United States securities : For distinctive paper for United States currency and Federal Reserve bank cur- rency, including transportation of paper, traveling, mill, and other necessary expenses, and salaries of employees and allowance, in lieu of expenses, of officer or officers detailed from the Treasury Depart- me nt, n ot exc eeding $50 per month each when actually on duty ; in all, $600,000 : Provided, That in order to foster competition in th e manufa cture of distinc tive pap er for U nited St ates sec urities, th e Secret ary of t he Treas ury is a uthorize d, in hi s discre tion, to split the award for such paper for the fiscal year 1937 between the two bidders whose prices per pound are the lowest received after advertisement . DIVISION OF APPOINTMENTS Salaries : For the chief of the division, and other personal services in the District of Columbia, $44,480 . BUREAU OF CUSTOMS Sala ries and expense s : For collecting the revenue from customs, for the detection and prevention of frauds upon the customs revenue, and not to exceed $100,000 for the securing of evidence of violations of the customs laws ; for expenses of transportation and transfer of customs r eceipts from poi nts whe re there are no Governme nt depos i- tories ; not to exceed $80,000 for allowances for living quarters, including heat, fuel, and lights, as authorized by the Act approved June 26, 1930 (U. S . C., title 5, sec . 118a), but not to exceed $1,700 for any one person ; not to exceed $5,000 for the hire of motor- propelled passenger-carrying vehicles ; not to exceed $500 for sub- scriptions to newspapers ; not to exceed $1,500 for improving, repair- ing, maintaining, or preserving buildings, inspection stations, office quarters, incl uding living quarters for o fficers, shed s, and sites along the Canadian and Mexican borders acquired under authority of the Act of June 26, 19 30 (U. S. C., title 19, sec. 68) ; and including the purchase (not to exceed $100,000), exchange, maintenance, repair, and operation of motor-propelled passenger-carrying vehicles when necessary for official use in field work ; $20,400,000, of which such amount as may be necessary shall be available for the cost of seizure, storage, and disposition of any merchandise, vehicle and team, auto- mobile, boat, air or water craft, or any other conveyance seized under the provisions of the customs laws, for the purchase of arms, ammu- nition, and accessories, and $449,980 shall be available for personal services in the D istrict of Colu mbia exc lusive o f ten pe rsons fr om the field force a uthorize d to be detaile d under section 525 of t he Tari ff Act of 1930 : Provided, That no part of this appropriation shall be expended for maintenan ce or repair of motor-propelled passenger-carrying vehicles for use in the District of Columbia except one for use in connection with the work of the customhouse in Georgetown : Provided further, That sec tion 364 8 of the Revised Statutes (U . S . C ., title 31, sec . 529) shall not apply to payments made for the Bureau of Customs in foreign countries . Refunds and drawbacks : For the refund or payment of customs collections or receipts, and for the payment of debentures or draw- backs, bounties, and allowances, as authorized by law, $18,500,000 .
