1887 mechanics to be employed to perform such work as may not be required by law to be done under contract, and to pay for such services and expenses from the appropriations under which such services are rendered and expenses incurred . SEC . 3 . That all horses, harness, horse-drawn vehicles necessary Horses, vehicles, etc . for use in connection with construction and supervision of sewer, street, street lighting, road work, and street-cleaning work, including mainte nance of said hor ses and harness, and maintenance a nd repair of said vehicles, and purchase of all necessary articles and supplies in connection therewith, or on construction and repair of buildings and br idges, or any gen eral or special e ngineering or con struction work authorized by appropriations, may be purchased, hired, and maintained, and motor trucks may be hired exclusively to carry into effect said appropriations, when specifically and in writing ordered by the Commissioners ; and all such expenditures necessary for the proper execution of said work, exclusive of personal services, shall be paid from and equitably charged against the sums appropriated for said work ; and the Commissioners in the Budget estimates shall report the number of horses, vehicles, and harness purchased, and horses and vehicles hired, and the sums paid for same, and out of what appropriation ; and all horses owned or maintained by the District shall., so far as may be practicable, be provided for in stables owned or operated by said District : Provided, That su ch Proviso . horses, horse-drawn vehicles, and carts as may be temporarily needed etc empo rary work , for hauling and excavating material in con nect ion with works aut hor ized by app ropr iat ions may be tem por aril y e mplo yed for such purposes under the conditions named in section 2 of this Act in relation to the employment of laborers, skilled laborers, and mechanics . SEC. 4 . That the Commissioners are authorized to employ in the Miscellaneous trust fun d dep osits . execution of work, the cost of which is payable from the appro- Exp ense s pa y able priati on account create d in the District of Columbia Appr opriation 1'i. 33, p. 368. Act, approved April 27, 1904, and known as "the misc ellaneous tru st-f und d epos its" ; District of Columbia, necessary personal services, horses, carts, and wagons, and to hire therefor motor trucks when specifically and in writing authorized by the Commissioners, and to inc ur all necessary expenses incident al to carrying on such work and n ecessary for the proper execution thereof, includin g the purchase, exchange, maintenance and operation of motor vehicles for in spection a nd transp ortation p urposes, s uch servi ces and expenses to be paid from said appropriation account : Provided . Provi so . That the Commissioners may delegate to their duly aut hori zed labomployment of representatives the employment under this section of laborers, mechanics, and artisans . Any person employed under any of the p rovisions of this Act Leave of absence . who has been em plo yed for ten con sec uti ve or mor e shall not be denied the leave of absence with pay for which the law provides . SEC . 5 . That the Commissioners and other responsible officials, in M ateri al, supplies, vehicles, etc. expending appropriations contained in this Act, so far as possible, Purchase of. shall purchase material, supplies, including food supplies and equip- ment, when needed and funds are available, in accordance with the regulations and schedules of the Procurement Division of the Treasury Department or from various services of the Government of the United States possessing material, supplies, passenger- carrying and other motor vehicles, and equipment no longer required .
