(e) The existence of any combination to restrict or control the manufacturer' or supply of agricultural implements or machinery or to raise or control the price thereof, or to restrict credit in the sale thereof ; (f) Whether and to what extent the present prices of agricultural imple ments and machi nery are due to any viol ation s of any of the an titrust laws ; (g) Whether and to what extent costs and profits of any corpora- tion engaged in the manufacture, sale, or distribution of agricul- tural implements and machinery have been affected, enhanced, or maintained by unlawful combinations, agreements, or understand- ings, or any other violations of the antitrust laws, and whether and to what extent costs and profits of any such corporations have been misstated or misrepresented to conceal or promote violations of the antitrus t laws ; (h) The extent of concentration of control of manufacture and distribution of such equipment in the hands of particular manufac- turers a nd the b asis the reof ; (i) The costs, p rices, a nd profi ts of ma nufactur ers and distrib utors of agr icultu ral im plemen ts and machi nery

(j) The distribution methods and dealer price spreads of margins entering into prices paid by farmers for agricultural machinery and equip ment ; ( k) The facts regarding the relative p rice movements of farm machinery and farm products since 1914 ;° (1) The facts regarding the relative price movements of farm machinery and implements and so me of the machinery and imple- ments and somewhat comparable material and labor ; (m) Any other pertinent facts regarding the present prices of agricultural implements and machinery, and the cause thereof

(n) What measures, legislative or otherwise, in the opinion of the Co mmissi on are neede d to c orrect condi tions in the farm- implem ent in dustry a dversely affecti ng the i nterests of farm ers . Resolved by the Senate and House o f Representatives o f the United States o f America in Congress assembled, That section 11 of the Soil Conservation and Domestic Allotment Act (Public, Numbered 461, Sev enty-fourth Congress), is amen ded by striking out the perio d at the e nd th ereof and adding the following : "An d for pa yments to co mmitte es or associ ations of pr oducer s in a ny reg ion or regions to cover the estimated administrative expenses to be incurred by any such committee or association in cooperating in carrying out this Act : Provided, That the Secretary may prescribe th at all or pa rt of such e stimat ed exp enses of any such commit tee or asso ciat ion m ay be dedu cted pro r ata from the p aymen ts or grants made to the members thereof : And provided further, That the Secretary may make such payments in advance of determination of performance ."
