Upon the subm ission of satis factory proof t hat the land se lected contains characteristic desert growth and scenic or other natural features which it is desirable to preserve as a part of the California State park system the Secretary of the Interior shall cause patents to issue therefor : Provided, That there shall be reserved to the United States all coal, oil, gas, or other mineral contained in such lands, tog ether w ith the right t o prospe ct for, mine, and remo ve the same at such times and under such conditions as the Secretary of the Interior may prescribe : Provided further, That any patent so issued shall contain a provision reserving to the United States for the use of the United States and its permittees, including Imperial Irriga- t ion Dis trict, t he perp etual ri ght to flow or permit water to flow over or pond or permit water to be ponded upon any part of the lands so patented with right to go upon same and to locate, relocate, construct, reconstruct, and maintain any works necessary or con- v enient to the f ull use thereof includ ing tele phone a nd elect rical transmission lines, and shall also contain provision for reversion of title to the United States upon a finding by the Secretary of the Interior that for a period of more than one year the land has not been used by the State for park purposes : And provided further, That in order to consolidate park areas or to eliminate private holdings therefrom lands patented hereunder may be exchanged with the approval of and under rules prescribed by the Secretary of the Interior for privately owned lands in the area hereinbefore described of approximately equal value containing the natural features sought to be preserved hereby . The lands so acquired to be subject to all the conditions and reservations prescribed by this Act, including the reversionary clause h ereinbef ore set out . Approved, June 29, 1936 . United States of America in Congress assembled, That the Secretary . Acquisition of site of of the Interior is authorized and directed to acquire, on behalf of Indian mission, etc' the United States, by gift, the site of the Indian mission established in 1836 by Marcus Whitman on the Walla Walla River in what is now Walla Walla County, Washington, together with such addi- tional land, including a right-of-way to the nearest highway, as the Secr etary may deem necessa ry to carry out the p urposes of Establishment of this Act . national monument . The property acquired under the provisions of section 1 of this Act shall constitute the Whitman National Monument and shall be a public national memorial to Marcus Whitman and his wife, Narcissa Prentiss Whitman, who here established their Indian mis- sion and school, and ministered to the physical and spiritual needs of the Indians until massacred with twelve others persons in 1847 .
