y concerned with the reduction of agri cultural surpluses or othe r objec- SOI L- ER OS IO N INVESTIGATIONS To enable the Secretary of Agriculture to make investigation not otherwise provided for of the causes of soil erosion and the possi- bility of increasing the absorption of rainfall by the soil in the United States, and to devise means to be employed in the preserva- tion of soil, the prevention or control of destructive erosion, and the conservation of rainfall by terracing or other means, independ- ently or in cooperation with other branches of the Government, State agenc ies, coun ties , far m org aniz ation s, a ssoci ation s of busi ness men, or individuals, including necessary expenses, $281,362, of which amount not to exceed $22,032 may be expended for personal serv- ices in the District of Columbia, and $875 shall be available for the purchase of motor-propelled and horse-drawn passenger-carrying vehicles necessary in the conduct of field work outside the District of Columbia .
