SEC . 5 . Su rpl us articles purchased from the Government, if the same have not been used, shall be paid for at a reasonable price, not to exceed actual Price stipulation . cost, and if the same have been used, at a reasonable price based upon length of usage . The various services of the Government of the United States are authorized to se ll such surplus articles to the municipal government under the conditions specified, and the pro- ceeds of such sales shall be covered into the Treasury as miscellaneous receipts : Provided, That this section shall not be construed to Provim amend, alter, or repeal the Executive order of December 3, 1918, ecuveOrder .der Ex- concerning the transfer of office materials, supplies, and equip- ment in the District of Columbia falling into disuse because of the cessation of war activities . SEC . 6 . No part of the funds appropriated in this Act for any strict T raw ler of fun ds re- activity shal l be available for tr ansfer to any other act ivity or between subheads of the same activity unless specifically authorized by the Director of the Bureau of the Budget . SEC. 7.
