SEC . 7 . The Board with the approval of the Committee is author- ized to prescribe rules and regulations to carry out the provisions of this Act. SEC. 8 . If any provision of this Act, or the application thereof to any person or circumstance, is held invalid, the remainder of the Act, and the application of such provisions to other persons or cir- cumstances, shall not be affected thereby . SEC. 9 . This Act shall cease to be in effect and the agencies estab- lished hereunder shall cease to exist at the expiration of five years after the date of enactment of this Act .
