Lands conveyed to the United States under this Act shall, upon acceptance of title, become parts of the Chelan National Forest and subject to all laws relating thereto. Any lands in public ownership lying within the area described in this Act and found to be valuable for national-forest purposes may, upon recommendation of the Secretaries of Agricul- ture and of the Interior, be added to the Chelan National Forest by Prostsuogrights proclamation of the President : Provided, however, That not hing contained herein shall affect prior valid existing claims or entries or prior existing withdrawals or reservations .
