Any tariff so rejected by the Commission shall be void and its use shall be unlawful . "(b) No common carrier by motor vehicle shall charge or demand or collect or receive a greater or less or different compensation for transportation or for any service in connection therewith between the points enumerated in such tariff than the rates, fares, and charges specified in the tariffs in effect at the time ; and no such carrier shall refund or remit in any manner or by any device, directly or indi- rectly, or through any agent or broker or otherwise, any portion of the rates, fares, or charges so specified, or extend to any person any privileges or facilities for transportation in interstate or foreign commerce except such as are specified in its tariffs : Provided, That the provisions of sections 1 (7) and 22 (1) of part I shall apply to common carriers by motor vehicles subject to this part . "(c) No ch ange shall be ma de in any rate, fare, char ge, o r clas sifi- cation, or any rule, regulation, or practice affecting such rate, fare, charge, o r classification, or the value of the service there under, specified in any effective tariff of a common carrier by motor vehicle, except after 30 days' notice of the proposed change filed and posted in accordance with paragraph (a) of this section. Such notice shall plainly state the change proposed to be made and the time when such change will take effect . The Commission may, in its discretion and for good cause shown, allow such change upon notice less than that herein specified or modify the requirements of this section with res pect t o pos ting and f iling of ta riffs eithe r in parti cular insta nces or by general order applicable to special or peculiar circumstances or conditions . "(d) No common carrier by motor vehicle, unless otherwise pro- vided by this part, shall engage in the transportation of passengers or property unless the rates, fares, and charges upon which the same are transported by sa id carrier have b een filed and pub lished in accordance with the provisions of this part . " SCHEDULES OF CONTRACT CARRIERS BY MOTOR VEHICLE " SEC. 218 . (a) It shall be the duty of every contract carrier by motor vehicle to file with the Commission, publish, and keep open for public inspection, in the form and manner prescribed by the Commission, schedules or, in the discretion of the Commission, copies of contracts containing the minimum charges of such carrier for the transport ation of passenge rs or property in interstate or fo r- eign commerce, and any rule, regulation, or practice affecting such charges and the value of the service thereunder . No such contract carrier, unless otherwise provided by this part, shall engage in the trans port atio n of pass enge rs o r .property in interstate or foreign commerce unless the minimum charges for such transportation by said carrier have been published, filed, and posted in accordance with the provisions of this part . No reduction shall be made in any such charge either directly or by means of any change in any rule, regula- tion, or practice affecting such charge or the value of service there- under, except after thirty days' notice of the proposed change filed in the aforesaid form and manner ; but the Commission may, in its discretion and for good cause shown, allow such change upon less notic e, o r mo dify the requ irem ents of t his parag raph wit h re spect to posting and filing of such schedules or copies of contracts, either in particular ins tances, or by gen eral order applic able to special or peculiar circumstances or conditions .
