When no appoin tments have been made the salaries of Se nators elected to fill such vacancies shall commence on the day following their election . C ., title 41, sec. 5) when the aggregate amount involved does not exceed $25, improvement and care of grounds and repairs to buildings, travel- ing expenses, including expenses of attendance at meetings which in the discretion of the Commission are necessary for the efficient dis- charge of its responsibilities, and other necessary expenses, $480,000.
