U.S. C., p.879. Proclamation. of the United States of America, by virtue of the Act of the Congress of the United States of America approved June 12, 1934, entitled "AN ACT To Amend the Tariff Act of 1930", and shall be ratified by the Swiss Federal Council with the consent of the Federal Assembly of the Swiss Confederation, and that the entire Agreement shall come into force thirty days after the day of the exchange of the instru- ment of approval and confirmation and the instrument of ratification; AND WHEREAS the said Agreement has been formally approved and confirmed by the President of the United States of America; AND WHEREAS it is further provided in the su.id Article XVIII that pending the exchange of the instrument of approval and con- firmation and the instrument of ratification, the provisions of Articles I to XVII inclusive shall be applied reciprocally by the United States of America and Switzerland on FebrualY 15, 1936, and thereafter until the day on which the entire Agreement shall come into force; Now, THEREFORE, be it known that I, Franklin D. Roosevelt, . I;resident of the United States of America, acting under the authority 48:~~94\~' p. 70s; \iol. confen'ed by the said Tariff Act of 1930, as ammded by the said Act of June 12, 1934, do hereby proclaim the said Agreement including the said Schedules and Declaration to the end that the provisions of Articles I to XVII inclusive may be observed and fulfilled with good fa;.th by the United States of America and the citizens thereof on and after February 15, 1936, until the day on which the entire Agree- ment shall come into force, pending the exchange of the instmment of t},pproval and confirmation of the President of the United States of America and the instrument of ratification by the Swiss Federal Cmmcil, and that the entire Agreement and every part thereof may be so observed and fulfilled on and from the thirtieth day after the day on which the said exchange shall have taken. place as provided for in Article XVIII of the Agreement. Pursuant to the proviso in Section 350(0.) (2) of the said Tariff Act of 1930, as amended by the said Act of June 12, 1934, I shall from time to time notify the Secretary of the Treasury ::>f the countries \\ith respect to which application of the duties herein proclaimed is to be suspended.
