WHEREAS such modifications of existing duties and other import restrictions and such continuance of existing customs and excise treat- ment as are set forth and provided for in the said Agreement. and the two Schedules thereunto annexed are required and appropriate to carry out the said Agreement; WHEREAS it is stipulated in Article XVII of the said Agreement that the Agreement shall come into force on t,he thirtieth day following proclamation thereof by the President of the United States of America. and the President of the Republic of Guatemala, or should the procla- mations be issued on different days on the thirtietil. day following the date of the later in time of such proclamations; WHEREAS the said Agreement, including the two Schedules, was proclaimed by the President of the Republic of Guatemala on May 9, 1936; Now, THEREFORE, be it known that I, Franklin D. Roosevelt, President of the United States of America, acting under the authority conferred by the said Tariff Act of 1930, as amended by the said Act of June 12, 1934, do hereby proclaim the said Agreement, including the said Schedules, to the end that the same and every part thereof may be observed and fulfilled with good faith by the United States of America and the citizens thereof on and after J'une 15, 1936, the thirtieth day following. May 16, 1936, the date of this my proclama- tion of the said Agreement. PURSUANT to the proviso in SectiQn 350 (a) (2) of the said Tariff Act of 1930, as amended by the said Act of June 12, 1934, I shall from time to time notify the Secretary of the Treasury of the countries with respect to which application of the duties herein proclaimed is to be suspended.
