United State8 01 Amer-iaa in Oonnres8 a8sel1tbled, That the Secretarv Payment to. ~~ AJ of the Treasury be, and he is hereby, authorized and directed to pay, out of any money in the Treasu!-'Y not otherwise appropriated, to 'Valter F. Brittan, of Great Falls, Montana, the sum of $1,890 in full satisfaction of his claim against the United States for the value of improvements made by him on certain land located in the State of Montana, the use of which was purported to have been granted to him by a permit issued o~ November 5, 1930, by the Forest Service of the Department of AgrICulture, but which he was subsequently forced to abandon because such land, in fact, belonged to other r:r" t individuals: Provided, That no part of t.he amount a{>propriated in ney!s, e~~:°fu.:~ at or- this Act in excess of 10 per centum thereof shall be paId or delivered to or received by any agent or agents, attorney or attorneys, on account of services rendered in connection with said claim.
