This ratification is applicable to the United States of America, the Ante, JI. 2747. insular possessions of the United States of America mentioned in Article 8 (1°), and to Samoa and the Panama Canal Zone. In witness whereof, I have caused the seal of the Post Office Depart- ment of the United States of America to be hereto affixed this thir- teenth day of September, 1934.
