AND WHEREAS the said Convention has been duly ratified on the lea and Chilli. parts of the United States of America and the Republic of Chile and their instruments of ratification were deposited with the Pan Amer- ican Union on July 13, 1934, and August 29, 1934, respectively, in Proclamation. accordance with Article 2 of the said Convention; Now, THEREFORE, be it known that I, Franklin D. Roosevelt, President of the United States of America.' have caused the said Convention to be made public to the end that the same and every article and clause thereof may be observed and fulfilled with good faith by the United States of America and the citizens thereof.
