The President may, from time to time, promulgate suc h rules and regulations, not inconsistent with law, as may be necessary and proper to carry out any of the provisions of this Act ; and he may exercise any power or authority conferred on him by this Act through such officer or officers, or agency or agencies, as he shall direct . "GENERAL PENALTY PROVISION "SEC . 12 . In every case of the violation of any of the provisions of this Act or of any rule or regulation issued pursuant thereto where a specific penalty is not herein provided, such violator or violators, upon convi ction , sha ll be fined not m ore t han $ 10,000 , or impri soned not more than five years, or both . " DEFINITIONS "SEC. 13. For the purposes of this Act- "(a) The term United States', when used in a geographical sense, includes the several States and Territories, the insular possessions of the United States (including the Philippine Islands), the Canal Zone, and the District of Columbia . "(b) The term person' includes a partnership, company, associa- tion or co rpora tion ?vessel' as well as a natural person . "ic) The term means every des cription o f watercr aft (including aircraft) or other contrivance used, or capable of being used, as a means of transportation on, under, or over water . "(d) The term 'American vessel' means any vessel (including air- craft) documented under the laws of the United States. " (e) The term vehicle' means every description of carriage (includ- ing aircraft) or other contrivance used, or capable of being used, as a means of transportation on or over land . "(f) The term state' shall include nation, government, and country . " SEPARABILITY OF PROVISIONS "SEC. 14 . If any of the provisions of this Act, or the application thereof to any person or circumstance, is held invalid, the remainder of the Act, and the application of such provision to other persons or circumstances, shall not be affected thereby . " APPROP RIATION S "SEC. 15. There is hereby authorized to be appropriated from time to time, out of any money in the Treasury not otherwise appropriated, such amounts as may be necessary to carry out the provisions and accom plish the purpos es of this Act ." Be it enacted by the Senate and House o f Representatives o f the United States o f America in C ongr ess ass emb led, That there is hereby authorized to be appropriated, out of any money in the Treas ury n ot ot herwis e app ropria ted, the s tun of $54, 000, or so much thereof as may be necessary for the purpose of reconstructing at Fort Niagara, New York, the building known as officers' quarters, mess hall, and assembly rooms, which was destroyed by fire in January 1936 .
