Hereafter field employees of the Public Health Service, except those employed on a per-diem or fee basis, who render part-time duty and are also subject to call at any time for other services, may be paid annual compensation for such p art-time duty and, in addi- tion, such fees for such other services as the Secretary of the Treas- ury may determine : Pro vide d, That the total amount paid to any such employee f or any fiscal year shall in no case exceed the amount of the minimum annual salary rate of the classification grade of the employee .
