S . C ., title 18, sees . 198 and 203), or any other Act of Congress, forbidding any person in the employ of the United States, or acting in any official capacity under them, from acting as agent o r attor ney for anothe r befor e any departm ent or branch of the Government, or f rom receiving pay for so acting, sh all be deemed to apply to the agent representing the United States of America in the proceeding between the United States of America and the Domin- ion of Canada now pending before the arbitration tribunal created p ursuant to the conven tion of April 15, 19 35, bet ween th e Unite d States of America and the Dominion of Canada while he shall remain such agent . Resolved by the Senate and House of Representatives of the United States o f America in Congress assembled, That there is hereby authorized to be appropriated, out of any money in the Treasury not other wise appropriated , the sum of $5,00 0, or so much the reof as may be ne cessary, for the expenses of partic ipation by the Un ited States in the Te nth Pan Americ an Sani tary C onferen ce to b e held in 1938 at Bogota, Colombia, or at such time and place as may be determined hereafter, including personal services in the District of Columbia and elsewhere without reference to the Classification Act of 1923, as amended ; stenographic reporting and translating services by contract if deemed necessary, without regard to section 3709 of the Revised Statutes (U. S . C ., title 41, sec . 5) ; rent ; traveling expenses (and by indirect routes and by airplane if specifically authorized by _the Secre- tary of State) ; purchase of necessary books, documents, newspapers, and periodicals ; stationery ; official cards ; printing and binding ; entertainment ; hire, maintenance, and operation of motor-propelled passenger-carrying vehicles ; and such other expenses as may be authorized by the Secretary of State, including the reimbursement of other appropriations from which payments may have been made for any of the purposes herein specified .
