Be it enacted by the Senate and House of Re pres enta tive s of the United States of America in Congress assembled, That the Secretary of War be, and he is hereby, authorized to transfer to the people of Puert o Rico that porti on of the Sa n Juan Mili tary R eserva tion known as the Service Company area containing approximately twenty-three thousand, seven hundred and fourteen and sixty-five one-hundredt hs square met ers . SEC . 2 . The Secretary of War is hereby authorized to accept on behal f of t he Uni ted S tates the Ma nicomi o pro perty, other wise known as the old Insane Asylum, located in the city of San Juan, which pro erty consists of approximately nine thousand, two hun- dred and forty-seven square meters . Whereas the 1st day of June 193 71 marks t he three-hundr edth anni- versary of the birth of Pere Jacques Marquette, the first white man to explore the upper Mississippi Valley ; and Whereas it is eminently fitting that the tercentenary of the birth of thi s zealous mis sionary and f earless explor er should be commem- orated by suitable patriotic, religious, and public exercises during such year : Therefore be it Resolved by the Senate and House of Representatives of the United States o f America in Congress assembled, That the President of the United States is authorized and requested to issue a proclama- tion calling upon all officials of the Government to display the flag Puerto Rico .
